【活動報告】経済産業省の皆様が来社。繊維産業の未来と「特定技能外国人制度」の課題について意見交換を行いました

この度、経済産業省の皆様が、当社およびＭＳＩ協同組合へ視察にお越しになりました。 国政の最前線で産業政策を担う皆様に、地方の生産現場の「今」を直接お伝えする貴重な機会をいただきました。

現場の声を届ける：意見交換の主なテーマ

今回の視察では、主に以下の3つの重要事項について深い議論を交わしました。

1. 繊維産業および地方の生産現場の実情 昨今の原材料高騰やエネルギーコストの上昇、そして国内自給率が極めて低い水準にある日本の繊維産業において、地方の縫製工場が直面している切実な課題についてお伝えしました。

2. 特定技能外国人制度の運用と展望 深刻な人手不足が続く中、新たな即戦力として期待される「特定技能」制度。現場での受け入れ態勢や運用の実態、そして技能実習制度からの円滑な移行に向けた課題について、当社の知見をもとに意見を述べさせていただきました。

3. 地方創生とメイド・イン・ジャパンの維持 岐阜というアパレル産地の灯を消さないために。地方創生の観点から、どのようにして国内生産の基盤を守り、次世代へ技術を継承していくべきか、官民一体となった取り組みの必要性を再確認いたしました。

繊維産業の発展に貢献し続けるために

経済産業省の皆様との対話を通じ、私たちが担う「国内縫製」というインフラの重要性を改めて強く実感いたしました。

当社には、文化ファッション大学院大学（BFGU）出身の専門スタッフや熟練の職人、そして意欲溢れる外国人材が集い、アイドル衣装から量産品まで多様な「日本製ファッション」を支えています。

今回の訪問を糧に、今後とも関係各所と連携を深め、地方創生および日本の繊維産業の持続的な発展に微力ながら貢献してまいる所存です。

[Activity Report] METI Officials Visit ISJ: Discussing the Future of the Textile Industry and Challenges of the “Specified Skilled Worker” System

We would like to express our sincere gratitude for your continued support. This is ISJ Enterprise Co., Ltd., a sewing factory based in Gifu, Japan.

Recently, officials from the Ministry of Economy, Trade and Industry (METI) visited our company and the MSI Cooperative for an inspection. We were given the valuable opportunity to directly convey the “current reality” of local production sites to the officials responsible for industrial policy at the national level.

Delivering the Voice of the Field: Key Themes of Discussion During this visit, we engaged in deep discussions primarily regarding the following three important issues:

1. The Reality of the Textile Industry and Local Production Sites We communicated the urgent challenges facing local sewing factories, including recent surges in raw material and energy costs, and the extremely low domestic self-sufficiency rate of Japan’s textile industry.

2. Operation and Outlook of the “Specified Skilled Worker” System Amid serious labor shortages, the “Specified Skilled Worker” system is expected to provide immediate workforce assets. Based on our practical experience, we shared our opinions on the actual conditions of accepting workers, operational realities, and the challenges regarding the smooth transition from the Technical Intern Training Program.

3. Regional Revitalization and Maintaining “Made in Japan” To ensure the light of Gifu’s apparel production district never goes out, we reaffirmed the necessity of public-private cooperation. We discussed how to protect the foundation of domestic production and pass technologies on to the next generation from the perspective of regional revitalization.

Contributing to the Sustainable Development of the Textile Industry Through this dialogue with METI, we strongly reaffirmed the importance of the “domestic sewing” infrastructure that we uphold. At ISJ, specialized staff from Bunka Fashion Graduate University (BFGU), skilled artisans, and highly motivated foreign talents come together to support diverse “Japanese Fashion,” from idol costumes to mass-produced items.

Encouraged by this visit, we will continue to deepen our cooperation with related organizations and strive to contribute to regional revitalization and the sustainable development of Japan’s textile industry.
